No. Really. Really! It is just wrong to try to provide for all
contingencies. It leads to a more nervous, more tightly-strung, less
free society -- and probably to an eventual increase in the very
contingencies one tries to guard agains. 300 million people, a highly
individualized social order. There is no way of guessing where the next
odd event will come from, and the effort to do so is paralyzing.
