"Man therefore shall find grace" sounds pretty definitive to me! 
Moreover, it's the conclusion of an argument (about justice), and 
would not stand as such if it were a disguised conditional (whatever 
that is).

All talk about "He must be foreseeing," etc is merely special 
pleading.  No direct indication of such, and no logic to it, since 
the above statement is meant to be definitive.
