*IF* you happen to be in Cambridge, the University Library doesn't charge for a library pass for less than a week. After that, it's 10 pounds per six months. (Or at least that was the going rate last time I was there.) See http://www.lib.cam.ac.uk/admissions/.
Or perhaps your own library or someone else could send you a scanned .pdf of the article?

The British Library tells me that they have many volumes of Milton Studies, but not Vol. 20. In it is an article on exile by Christopher Fitter, which I need to finish an essay this month.. Would a British colleague please advise me on other libraries that do not charge large fees to enter?
