Re Angelica's question, Harold's reply, and Angelica's reply:
You will find a facsimile of the 1655 title page in the Columbia
Edition, Volume 13,
The State Papers, p. 509:
SCRIPTUM / DOM. PROTECTORIS / Reipublicæ Angliæ, Scotiæ, Hi- /
berniæ, &c. /
Ex consensu atque sententiâ / CONCILII SUI / EDITUM; / In quo hujus
Reipublicæ Causa
contra / HISPANOS / justa esse demonstratur.

I don't know whether my italics and digraphs came through, but lines
3-4 are in italics (except for the "&c."); if it says "ae"
in lines 3-4 and 8, it should be the digraph; the final a in line 5
has a circumflex over it; and the capitals are of varying size.

Sorry to be finicky about this, but shouldn't we be?
John
