For some historical context of the way in which Providence was viewed
during Milton's time, check out _Providence in Early Modern England_,
by Alice Walsham (OUP 1999). As a historian, she quotes extensively
from the sermons, pamphlets, and other printed material, utilizing
textual and non-textual sources to provide considerable detail
regarding the influence of Providential thought in Milton's England.
Though she does not address Milton specifically, there's a lot
available for anyone interested in looking into what Milton was
reacting to or against.
