I agree with Michael Gillum.

No time to address the issue in the fine detail it deserves. 

A hint: elementary theological literacy in this context requires some acquaintance with what the consensus of major writers on both sides of the schism (e.g., Albertus Magnus, Aquinas, Beza, Molina, Bullinger, Calvin, not to mention Miton in DC) have to say about the act of "permitting" (as opposed to the act of "acquiescing" or "condoning").
