I wouldn't put it past him to be thinking about both senses.  

Also, "liquid" and "eye" makes me think of the "drop serene" in the
invocation to Book III and "liquid notes" the "melting voice" near the
end of "L'Allegro" (not to mention the interpenetrations of "such that
the meeting soul may pierce/ In notes...").  

Sense melts into more than just sense.  Wanton heed/giddy cunning.

I wouldn't put it past JM to be perpetrating a latinism ("liquidus" =
clear; "quod liquet"), in which case the sense is nonfigurative.
Otherwise, yes, a garden variety metaphor: the birdnotes "flow."
