Thanks, everyone. This looks like it, or close enough. I came across the 
lines in a paperback history of the Reformation---the chapter on England.

Hmm.

My memory has suddenly joggled. I am sure I must have read the lines in Owen 
Chadwick's book on the Reformation.  Funny how the mind works. Off to 
Chadwick....
